What software are they using?

The reference ntpd package returns the system time with the leap bits set to 
3 until it figures out the  right time.  The system time is whatever the 
startup scripts set it to, usually from the RTC/TOY clock.

It might be interesting to log all the bad responses that you get so you can 
scan them when questions like this come up.
