OK!  Sorry if my English was not clear.  That is indeed what I meant, the units 
of the latitude and longitude.
It is a very common mistake.   Even our national authorities made this mistake 
when requesting the position
of radio transmitter antennas and putting them on a map.  Most were off by a 
few km because the positions
were requested one way, then processed another way (just like you did), 
requiring the whole job to be re-done
at the taxpayer's cost.
