If you do not configure a leap second file at all, then the 4.2.2 servers will correctly get the leap info from the good working upstream. That way they will also pass on the correct leap info. I still have firewall rules to enable/disable responses with or without leap second announcements. This is from the days that ntpd used that info from a single upstream server (instead of the current 'majority' behaviour). You might consider something like that on your 4.2.2 servers as well if you have external servers configured.
