Since most servers now don't respond to the control/private packets,
it's difficult to determine the ntp version exactly.

I'd suspect they are running ntp-4.2.4 or older (which announce
the leap second in whole month), but most of the servers I saw
announcing the leap second already seem to respond to NTP packets with
source port below 123, which means they use 4.2.8 or have a patch for
the ntp bug #2174.
