The low end of normal polling interval is 64 seconds so 100/hour won't catch 
any well behaved clients but will catch seriously broken systems.

It might catch a clump of good clients if they are behind a NAT box and share 
the same IP Address.  If they all get (re)started at the same time, they will 
get the same DNS answer before the TTL times out on the caching server and 
kicks over to a new clump.  (They could also get unlucky if the got started 
at random times.)
