Actually this looks more like a fair tax bill.  They are talking about
removing the income tax and significantly raising sales taxes.  Ron Paul is
in favor of the limited government necessary to eliminate income tax without
increasing sales tax.  Hence (my guess at) the reason he's not cosponsoring.
