You begin by setting up your account on the web to access mail from the
Yahoo POP3 server, as Tim alluded.

Log into your account on the web, then from the left side menu select:
"Options"
>From the Right side Options menu, select:
"Pop Access and Forwarding"
Now follow instructions to set up your account for POP3 access. Note,
that you may be asked to select some "interests" as part of a profile.
You will have to agree to receiving Yahoo Delivers! commercial email in
order to set your account for POP3 access.
When done, open your Outlook Express and from the top menu select:
Tools | Accounts
In the Accounts box, select the Mail {tab} and then click the Add
button and select "Mail"
Follow the prompts in the Internet Connection Wizard to set up your
Yahoo account as a POP3. You will need your email address, username,
your password and the pop3 and smtp servers. The Yahoo web site gave
you all that information when you set up your account for POP3 access.
