Rarely a problem with Yahoo for me.

Sounds like their may be a connection problem somewhere between your ISP
and Yahoo. Sometimes I run into certain ISPs which almost always seem to
report certain email server outages. NetZero email and dotNow ISP (when it
is running) seems to come to mind immediately. Try setting up an account
with another ISP as a backup an see if the problem goes away (I bet it
does). There are still a few free ISPs available if needed. It's a good
idea to have a backup ISP to get connected to the internet anyway.
You can also set up Yahoo mail to forward to another email account that you
find more reliable as another work around solution.
