I thought about that, too. But other than textproc/delta or plain old diff, difftastic's core feature is its understanding of language syntax. Of course you *can* apply it to any kind of text, but there's really not much of a point to install and use it in any non-development context.
For that reason, I think devel/difftastic makes more sense than textproc/difftastic ...
