Diff below updates devel/libtalloc to 2.5.0, which is needed for
updating net/samba.
'make test' passes all tests and runs with samba-4.25.0 on amd64.
Needs FIX_EXTRACT_PERMISSIONS=Yes, and bumped minor of shared lib per
check_sym's suggestion.
