jsing worked on integrating the Wycheproof tests https://github.com/google/wycheproof
into the LibreSSL regression tests. Like the entire project, the test vectors are under Apache 2.0 license, so we need to package them outside of the base tree. The attached port does exactly that: package the json files containing the test vectors for consumption from src/regress/libcrypto. As discussed with sthen, the naming allows a brave future porter to take care of the whole Java goodness (for which we currently have no use) and integrate this easily as a subpackage with only a @pkgpath marker.
