The make infrastructure uses `env -i' to avoid environment variable in
user shell have side effect on build environment.
so if you want to explicitly pass some variables on test target, you
would use TEST_ENV variable in the Makefile.
TEST_ENV += LC_CTYPE=C.UTF-8
