If this is just for the bundled installer can that just be patched away?

I would test that, but despite seeing the version requirement I'm not seeing things broken as a result, at least I can "make test" or import botocore or build/run awscli with dateutil 2.8.1 installed and I don't see errors.

This breaks net/py-botocore, check py-dateutil version requirement hardcoded in
${MODPY_SITEPKG}/botocore-1.13.34-py3.7.egg-info/requires.txt:
python-dateutil<2.8.1,>=2.1
