Defer USE_WXNEEDED=Yes from end of patch to start of gen target
Forgetting "wxallowed" on /usr/ports/obj with huge ports meant that the
patch target failed even though all patches applied cleanly.
Decouple those two by making the check the first step of gen, i.e. right
before configure. If it fails there, you can simply set option and rerun.
