xml2rfc housekeeping:
- clean deps (remove old ones no longer needed, move some from RDEP->TDEP)
- update DESCR, add info about which packages are needed for PDF creation
- note that network access is needed for tests, and set PORTHOME to a
writable dir, fixing some failures. hide the DeprecationWarnings from
pkg_resources from tests which make it harder to see other errors.
