import ports/devel/uv, from Laurent Cheylus and tb, ok tb.
tweaks from me: ONLY_FOR_ARCH->ONLY_FOR_ARCHS, and don't install
a second copy of uv as uvx. don't install uvx at all for now;
it just errors out if it can't find its own path. (it's just a
simple wrapper - 'uvx pycowsay moo' execs 'uv tool run pycowsay
moo').
uv is a Rust-based tool that replaces pip, pip-tools, pipx, poetry,
pyenv, twine, virtualenv, and more. It installs and manages Python
dependencies, environments, versions, scripts, tools, and lockfiles
with speed and simplicity.
