Update to 2.17.0 which requires jdk-17+
* rewrite zaproxy script to add --jvmdebug / --jvmdebug=<port> support
similar to upstream zap.sh
* set default memory 1/2 datasize ulimit
* allow user to set -dir and have it get the correct .ZAP_JVM.properties
file
* default JDK_JAVA_OPTIONS to -Dawt.useSystemAAFontSettings=on if unset
with input and ok armani@
