Assorted updates for gecko 33.
- enforce dependency on sqlite3>=28 (sqlite 3.8.5), nss 3.17.2 and nspr
4.10.7.
- add handling for 'rc' in MOZILLA_VERSION, MOZILLA_DIST_VERSION and
MOZILLA_VER
- when 'rc' is set, fetch the corresponding candidate build from the
appropriate dir on the mirror
