Set rc_usercheck=NO since ossec-control is only executable by root and the
_ossec user; discussed with pirofti@
Don't use rcexec for actions other than 'start', it's not needed.
TRUEPREFIX->PREFIX in MESSAGE (TRUEPREFIX isn't expended).
