Re: pkg_add option for epsv4 ftp transfers

Looks reasonable, I'm considering re-using FETCH_CMD for that,
it's simply a question of testing FETCH_CMD and using it, otherwise
defaulting to plain ftp.

e.g.,

FETCH_CMD='ftp -4' pkg_add ought then to work.

Good enough ? Objections ?
