So this patch to the xchat port should enable the perl plugin. It complains about "undefined symbol 'boot_DynaLoader'" but the plugin seems to work alright.

Please test and report any problems with the perl plugin.

It is done against the 3.8-stable port because I have no machine running current, so the latest changes to the Makefile would have to be merged with this patch.
