Can you do a "file /usr/ports/textproc/libxml/files/rebuild" ?
It seems that files is not there on your disk. Though it is the ports
repository:
http://www.openbsd.org/cgi-bin/cvsweb/ports/textproc/libxml/files/

Can you do a fresh checkout (with "cvs up -Pd") and see if the file is
there?
