It looks like we have this tool already in ports.

$ make install
[..]
Collision in tikztosvg-0.1.2: the following files already exist
        /usr/local/bin/tikztosvg (texlive_base-2022 and tikztosvg-0.1.2)
        /usr/local/man/man1/tikztosvg.1 (texlive_texmf-minimal-2022 and 
tikztosvg-0.1.2)

I compared the manpages and it looks like it's the same tool, except the
one from texlive has a few more options.
