I missed that partly because the changelogs actually don't directly mention any incompatibility issues, but just say: "Nevertheless, the version number of this release is 3.4.0 instead of 3.3.18 in order to call attention to the possible incompatibility." This "possible incompatibility" may only effect applications that use SQLite in the extreme. See http://www.sqlite.org/changes.html But sure, it's best to bumb the library version.
