This is a port of the quictls fork of OpenSSL: https://github.com/quictls/openssl
The idea is that this will help with interop testing and should not be used for anything else. While it does contain only a patch on top of OpenSSL 3.1.4, I do not want to maintain this patch myself. I do not know how long they take to rebase it on the usual OpenSSL churn in the usual. I chose the q prefix QUIC instead of e for and the attached tarball is intended to be extracted below /usr/ports/security/openssl next to 3.1. Works for me.
