Committed with some tweaks to the pkg-readme (stick to 80 columns in text paragraphs, don't use ``` - it is not markdown) though really this file goes way beyond what pkg-readme is meant for - I think it would probably be better to install README.md from WRKSRC to /usr/local/share/doc/peclXX-pledge/README.md.
