I updated the check_openbgpd script for perl 5.38 to remove the "when"
warnings.   Unfortunately, I don't really use OpenBGPd much anymore, so
if someone who does use it could test this and make sure it doesn't have
any regressions before I commit the update, I would sure appreciate it.
