While Psycopg 2 is still being maintained, it's not getting any new features, these are added to Psycopg 3 which is developed in a separate tree and people developing new Python PostgreSQL code are pointed at that instead of the older version.
(I noticed because sqlalchemy is switching to Psycopg 3 by default in 2.1.0). Seems like it's probably worth adding. Any OKs?
