setting RUN_DEPENDS to ${BUILD_DEPENDS} is nearly always the wrong
way round, you end up with build deps polluting the install:

$ make show=RUN_DEPENDS
/libscca lang/python/3 devel/py-build devel/py-installer
py3-poetry-core->=2.2.0:devel/py-poetry-core lang/python/3

updated tgz attached, I also renamed the dir to match the package i.e.
py- prefix.

comments on changes below:

:  MODPY_DISTV =        1.0.0
:  DISTNAME =   prefetch_parser-${MODPY_DISTV}
: -PKGNAME =    py-prefetch_parser-${MODPY_DISTV}
: +PKGNAME =    py-prefetch-parser-${MODPY_DISTV}

i prefer to use the registered pypi project name for PKGNAME

:  CATEGORIES = sysutils security
:
: +HOMEPAGE =   https://github.com/DavidCruciani/prefetch_parser

easier to check for changes during updates if it's listed

:  MODPY_PYBUILD =      poetry-core
:
: -BUILD_DEPENDS =      sysutils/libscca
: -RUN_DEPENDS =        ${BUILD_DEPENDS}
: +RUN_DEPENDS =        sysutils/libscca

libscca only needed at runtime

: -post-install:
: -     ${INSTALL_SCRIPT}
${PREFIX}/lib/python${MODPY_VERSION}/site-packages/prefetch_parser/prefetch_parser.py
 \
: -             ${PREFIX}/bin/prefetch-parser
: -     perl -pi -e 'print "#!${MODPY_BIN}\n" if $$. == 1'
${PREFIX}/bin/prefetch-parser

I added patches to handle this from the poetry build instead

this one is ok sthen
