Not according to http://xiph.org/vorbis/doc/v-comment.html : The Vorbis text comment header is the second (of three) header packets that begin a Vorbis bitstream. On the other hand, http://wiki.xiph.org/index.php/VorbisComment says VorbisComment is a base-level Metadata format initially created for use with Ogg Vorbis. It has since been adopted in the specifications of Ogg encapsulations for other Xiph.Org codecs including Theora, Speex and FLAC. So it seems that other codecs (including a video codec) support similar tags. However, I do not believe that easytag supports Theora (it does support at least FLAC) so 'audio' may still be appropriate.
