Yes, that appears to be the case but I was initially misled by this message:

[r...@gate:/tmp/filepp] # make
Can't find /tmp/filepp under PORTSDIR_PATH=/usr/ports:/usr/ports/mystuff
Fatal: can't figure out PKGPATH (in /tmp/filepp)
