UPDATE misc/memcached (from 1.2.8 to 1.4.0)

These patches update memcached to 1.4.0. Its release notes say, "Many
notable improvements have been made, and upgrading is recommended."

The third patch adds new user/group 634 _memcached to user.list.

Please test and commit.
