This was added after 4.6 was released, so upgrade to a -current
snapshot, then either of these:

- install a -current ports tree (see the faq for more details),
cd /usr/ports/www/pecl-pcntl, make install

- PKG_PATH=ftp://some.mirror/pub/OpenBSD/snapshots/packages/`arch -s`/ \
sudo pkg_add pecl-pcntl
