I would think

1) Get the source tree.
2) cd /usr/src/usr.bin/m4
3) make clean; make obj; make
4) take your obj/m4 to wherever it needs to go.

is sufficient. I ignore any complications due to trying this under
MinGW since I still have nightmares from my brief exposure to it.
