It's in Debian and Ubuntu, apparently about to be abandoned. AFAIK OpenBSD doesn't have a GUI way to browse and choose WiFi networks. This is GTK and works a little like the Atheros or B-Link Windows tools that come with their cards. I didn't see a need for it until there got to be a lot more WiFi APs around.
