osm2pgrouting - port ready for import(?) into ports/geo

Thanks to Landry for testing! I've gone ahead and blitzed the SECURITY
file as per Landry's recommendation and lowercased the first letter of
the COMMENT.

If others concur, I humbly submit this port for import. Attached is
the updated port.
