I think either converters or textproc, but since the other p5-Unicode modules are in converters, this seems reasonable. I *believe* that the MAKE_ENV gets reset by the ports infrastructure so RELEASE_TESTING is not needed, but I don't mind the hint that it's specifically disabled.
