Postfix defines "local" as a domain listed in mydestination and delivered by the local(8) delivery agent. While this might not be completely intuitive, it is documented.

No, virtual_alias_maps do not support pipe to command. The solution is to use virtual_alias_maps to rewrite the address to a local domain, and then use alias_maps to pipe to command.
