Gery, Sorry didn't read this before I sent the other. Is there a particular reason you chose Cygwin to build with. For the windows packages I build with mingw64. Haven't used cygwin in ages.

I'll follow your suggestion and try postgis 2.1.4dev, and send a message if nothing improves.
