Debian bookworm had PostgreSQL 15.14 with PostGIS 3.3.2.

If the above is your new setup, I was thinking it might be an issue with GEOS.
Did you upgrade GEOS as well at the same time. Might be a GEOS issue around
the RelateNG work that was done in 3.13.0 and 3.13.1
Everything was upgraded as part of the distribution upgrade from Debian
bookworm to trixie.
