Looks like everything besides the error worked just fine. The log just
says "Skipped: libiconv-2.dll" in reference to the error. In fact, I
just thought to open up the installer (thanks to 7-Zip), and I compared
the 2 libiconv-2.dll files - the one in the PostgreSQL bin folder and
the one in the PostGIS bin folder. The PostgreSQL file is larger (946kb
vs 873kb) and has a more recent last modified time (1/6/09 vs
12/16/08). I'm guessing that I want the newer copy anyway, so perhaps
skipping over that file isn't such a bad thing. Why does PostGIS
include that file in the first place if it's included with PostgreSQL?

Hi Geoff,
This is interesting; I remember I had a conversation about the libiconv
DLL a while back, since the PostgreSQL installer used to install a
really old version as libiconv2.dll, whereas MingW builds iconv as
libiconv-2.dll (with the extra hyphen). The consensus at the time was
that we should leave PostgreSQL to use libiconv2.dll and distribute our
own libiconv-2.dll as part of the installer, but I guess this part has
changed - I'll CC to Dave for comment, as I don't know which versions of
the PostgreSQL installer contain this change.
The reason that you see the error at the moment is, of course, because
your current PostgreSQL instance already has the libiconv-2.dll file
open for its own use.
