Issues with QGIS accessing PostGIS raster typically arises from the GDAL version used by QGIS. Some of the issues with GDAL's PostGIS raster driver have been resolved in GDAL trunk. Since it looks like you're already running trunk for QGIS and PostGIS, you might as well be running GDAL trunk.
