Hi, GDAL seems to handle the format: http://www.gdal.org/frmt_various.html#SDTS. (format specs: http://mcmcweb.er.usgs.gov/sdts/sdtsfaq.html)
So it could be converted into a postgis raster, or processed directly with GDAL/OGR.
