man page. Try

Address: 127.0.0.1
Port: 8080
HTTPListeners:
- Address: 0.0.0.0
Port: 80
Services:
- Backends:
- *be
Note there is no ":" after "&be"
Additional questions to the mailing list please, perhaps with the error
message as well.
