HookWindowEvents errors when the window caption contains double 
quotes.

I don't know where the double-double quotes came from. This was not a 
problem with 3.8.13, went back and forth several times between 3.8.13 
and 3.8.14.



Tried command list: HookWindowEvents in default pproconf
Name: "*"
