I'm willing to bet Bruce doesn't use the notes feature himself. It was probably a coding exercise that he doesn't want to waste any more time on. There are a few legacy odds and ends lying around in PPro and I think notes is one of them.
The sticky notes concept itself is flawed. Sticky notes don't exist because they're efficient but because they're "cute." What they do is to take the mess of post-its stuck all over the monitor's frame and dump them all over the screen. It's analog mess turning into digital mess. Notes should be organized in a single window that can be spawned if necessary.
