SGP asked for an options plugin, providing functionality something
like the getopt package used in Perl, Python, TCL and other scripting
languages.

Here it is. You supply a syntax defining legal options, and a
string of options to parse, looking maybe like this:

  -p 1 -d --puddlefeature "very deep"

or

  /p 1 /d /puddlefeature "very deep"

After a call to an options service, you end up with various Powerpro
variables (specified in the syntax) loaded with what was in string of
options.

SGP's idea was a tool that would be used by script developers to
provide a switch-driven interface to their scripts. So typically
developers would build the syntax, and built service calls to the
options plugin into their scripts. Script users would just provide a
command line as an argument when running the script.
