Perhaps this will work for you (all one line):

Do(".../TotalCmd.exe", ?'"' ++ File.Folder(_File_) ++ ?'" "' ++ _File_
++ ?'"')

Because _File_ contains the path to a folder already, File.Folder()
might return the same string (I haven't tested it). If this is the
case, it is possible to use the following code:

Local Folder = Select(_File_, RevIndex(_File_, ?"\") - 1)
Do(".../TotalCmd.exe", ?'"' ++ Folder ++ ?'" "' ++ _File_ ++ ?'"')

This of course assumes that _File_ does not end in a backslash, in
which case we would need this code:

Local Folder = Remove(_File_, -1)
Local Folder = Select(_File_, RevIndex(_File_, ?"\") - 1)
Do(".../TotalCmd.exe", ?'"' ++ Folder ++ ?'" "' ++ _File_ ++ ?'"')
