I gave a try again to stil32jp.dll...
But, I still had a quality loss with some pictures, so I
looked into it in some detail.

I used "1024 X 768 X 24" JPG pictures for the test.
What I found out is the size of the BitMap files are different:
1) always 769 KB when through stil32jp.dll
2) always 2.2 MB when set via Desktop's Wallpaper tab
They are of nearly three times difference!

BTW, I noticed i_view32.exe and some other ones also produced
"2.2 MB" files. So, I got the feeling that i_view32.exe is
using the engine of Windows when converting to BitMap file,
but it's merely a guess.

Anyway, then, might there be a way to force stil32jp.dll
to use a bigger size for BitMap files?
