In the command list's Properties, Bars tab, change the button
height from 0 (default) to 24, while leaving the icon sizes at
16x16. Set "Bar size from sum of buttons".
The 16 icon will be centred vertically in the 24 button.

Or you can leave that at zero and change the height of the
individual buttons; same result; you may also wish to adjust the width
of the buttons to modify the spacing between buttons on the bar.

That worked for me when I tested it in WinXP with no themes
using the "classic" look.
You may need to play with the bar background or buttons
backgrounds to make it blend into your taskbar.
